all interested natural and legal persons of the following investment proposal:
“Installation of a mobile plant for polymer-modified bitumen on land plot with identifier 03664.20.27, locality ‘Poleto’, according to the cadastral map and cadastral registers of the village of Belo Pole, Blagoevgrad Municipality, Blagoevgrad Province.”
- Location
Land plot with identifier 03664.20.27, locality “Poleto”, according to the cadastral map and cadastral registers of the village of Belo Pole, Blagoevgrad Municipality, Blagoevgrad Province, with an area of 6,000 sq. m, with a permanent territorial designation of “Urbanized” and a permanent land-use designation of “For the production of construction materials, structures, and products,” constituting the production base of “Groma Hold” EOOD. All facilities are to be located entirely within the boundaries of this property. - Brief description of the investment proposal
The project entails the installation of a mobile unit for the production of polymer-modified bitumen, serving as an auxiliary facility to the mobile asphalt mixing plant and asphalt base already present on the site. The installation comprises 18 horizontal tanks—each with a nominal capacity of 48 m³—designed for road bitumen, polymer-modified bitumen, bitumen emulsion, and process additives; a loading/unloading line; and a heating system featuring two thermal oil heaters fueled by natural gas. The stated capacity is 600 tonnes. The unit will be placed on concrete foundation blocks, requiring no construction or excavation work; the site already possesses the necessary technical infrastructure, and no new infrastructure construction is planned.
The investment proposal is required for the construction of Lot 3.1.2 of the Struma Motorway (from km 370+400 to km 376+000)—a project of national significance pursuant to Decision No. 250 of the Council of Ministers of the Republic of Bulgaria dated 25 April 2013—and aims to improve the quality of the asphalt produced. - Expected environmental impacts
No abstraction of surface or groundwater or discharge of wastewater is envisaged. The technological process is a closed-loop system. Emission sources consist of the burners of the two natural gas-fired thermal oil heating units. No industrial production waste is expected to be generated; only incidental waste from maintenance activities will be produced, which will be handed over to entities authorized under the Waste Management Act. The site is located within an existing industrial facility outside the built-up area of the village of Belo Pole, separated from it by the Struma River and the Struma Motorway. No significant adverse impact on the environment or human health, nor any transboundary impact, is anticipated. - Protected areas, protected zones, and waters
According to the check performed by the competent authority, the investment proposal does not fall within the boundaries of protected areas as defined by the Protected Areas Act, nor within the boundaries of protected zones forming part of the “NATURA 2000” European ecological network as defined by the Biological Diversity Act.
According to Opinion Ref.
